About 4:30 p.m. on Monday, July 17th a suspicious person going door to door asking for work led a concerned citizen to contact police.

A release from Sioux City Police Department says that when officers responded they located William Frances Bishop-Martinez, 26 of Minnesota. Further investigation by officers found that Bishop-Martinez had an active warrant out of Minnesota for sex offender registry violation. The release says that Bishop-Martinez was taken into custody without incident.

William Frances Bishop-Martinez is being held in the Woodbury County Jail.
